I used double speechmarks in handwriting because it's too easy to miss them otherwise. But singles on screen because it's the UK standard.

Emma, thanks for your input, as always. Do you (or does anyone else) know when and why we're supposed to use doubles in UK English? I just wondered, since both are on a UK keyboard (as, no doubt, on US keyboards).

Yes, I would only use double for speech-inside-speech, I think. And of course it's the symbol for 'inch', and 'seconds'.
