'clacked-out' means you're out of clacks - which is a wooden noise-making machine. A bit like you, really.
<Added>I should probably add that clacks are also a semaphore messaging system used on Terry Pratchett's Disc World.
So presumably 'clacked-out' would be an outgoing message, and 'clacked-in' would be an incoming message.
