Everything gets looked at, but sometimes we can tell straight away if a submission isn't going to be for us, so that will probably explain the unusually quick response on that one jenzarina (I don't know what you submitted so can't comment further on that).
So, the current situation is that we are accepting submissions, but the market is so bad at the moment that we are taking on very little indeed. Even less than previously, which was not alot. We're unlikely to publish serious literary fiction at the moment because of this - even established literary authors are struggling to sell in the current climate. We don't do YA, and we don't do sci-fi/fantasy. I hope that clarifies the position a little - essentially, the door is always open, but at the moment, not much is squeezing through it...
