Just heard an inspirational little piece about this on Radio 4, complete with comments from people who've sent their work in. Apparently anything you send unsolicited to the BBC ends up here. According to a spokeswoman, everything gets read for at least the first ten pages and thereafter they'll work to help the writer lick it into shape for broadcasting.

I was struck by the final part of the programme, which said new writers doesn't always mean young writers. They are currently working with a Liverpool over-60s group .

Ignore this if you already know. I think I'd heard of it but sometimes it needs a little booster to remind me. (age-related, I expect)
