Forum time stamps

A couple of minor bug-fixes:
posts should now show the correct UK time and I've made it easy to adjust this twice a year (though still not automated, but that's my problem)
one member drew my attention to the fact that posts made in the same minute don't always show in the correct order - this has now been fixed I think.

David, thank you for fixing those. I know what looks like a small tweak from the outside can involve getting very down and dirty with the programming...
