Yes. If you have the original email then I would just reply to it, sending them the 30K "as requested". Apologise for the delay and say you've been rewriting it.

Secondly, in my ‘biog’ I mentioned that I was about to start the MPhil at the University of Glamorgan with an different writing project ( I withdrew because of funding ) and I have been told that this might have gone against me as I could have been seen as ‘unfocused’ on a commercial writing career. Could this be the case? |

If the MA is writing related then certainly mention it. If not, just mention it in passing.
Not worth mentioning the MPhil if you didn't complete the course.
Finally, I have been told that its unusual for an agent to show interest but then not come back with either an out-right rejection or offer of further discussion, so , could I be right in thinking that my original manuscript has taken something of a detour and that it would be worth approaching these agents again? |

I think I've covered this already. Since you haven't heard anything since August then it's probably safest to assume the snail mail mss never got to the agent, so it's permissable to contact them via email with the revised 30K and hope they remember you.
Meanwhile, don't wait for this agent to get back to you. Get down to submitting to a couple of dozen other agents asap. You don't have to submit to them one at a time.
