    Hello,

I need to include a premise in my Query letter; does it go before the synopsis, or after?

Queries are submissions to US Agents, so I'm assuming you mean a cover, or covering, letter (or if you are pitching direct to publishers or production companies, then it would be a Proposal).
The (1-2 page) synopsis would be separate from the cover letter - although you would include a short paragraph giving an overview of the storyline in the letter.

So to answer your question the premise would be in the cover letter.

Just to add, when submitting to childrens agents, and if your novel is less than 15K words, the submission would contain the cover letter, synopsis, and complete manuscript.
